Mayor George C. Brown is pleased to announce he will be asking City Council to pass Resolutions authorizing programs relating to his 9 Point Plan for the use of American Rescue Act money. The specific programs he will be seeking to begin are as follows:

  1. Commission on Economic Opportunity (CEO). Under this program, the City will provide $3,500,000.00 to CEO who will utilize the funds to provide a $300.00 stimulus payment to eligible city households.
  2. United Way of Wyoming Valley. Under this program, the City will provide $1,100,000.00 to the United Way who will utilize the funds to administer grants to assist the many eligible human service agencies located in the City.
  3. Greater Wyoming Valley Chamber of Commerce. Under this program, the City will provide $1,072,500.00 to the Chamber who will utilize the funds for the New Business Development Fund.

The City had been waiting for the release of the final regulations from the United States Treasury Department related to appropriate uses of American Rescue Act money. However, the Mayor was able to speak with President Biden during his recent trip to Scranton. After talking with the President, a meeting was arranged between City and Treasury Department officials to discuss the Mayor’s 9 Point Plan. At the meeting, the Mayor was informed he could proceed with implementing his plan under the existing guidelines for expenditures of American Rescue Act money.
