SOLOMON CREEK FLOODGATE RETROFITS PROJECT
INVITATION FOR BIDS

The City of Wilkes-Barre will receive Bids via the PennBid Online Electronic Bid Procurement Program for the Solomon Creek Floodgate Retrofits Project thereto until 9:30 AM local time on the 7th day of May, 2019.  All timely bids will then be opened and read aloud at 10:00 AM local time in City Council Chamber, 4th Floor City Hall 40 East Market Street, Wilkes-Barre, PA 18711.  The Project consists of floodgate retrofits and repairs on the Waller Street, Barney Street, and Regent Street Bridges over Solomon Creek within the City of Wilkes-Barre as indicated in the Contract Documents.

Bids will be received for a single prime Contract.  Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

Bidding Documents also may be examined at the office of the City Clerk, 4th Floor, City Hall, 40 East Market Street, Wilkes-Barre, PA 18711, on Mondays through Fridays between the hours of 8:30 AM & 4:00 PM.

A pre-bid conference will be held at 10:00 AM local time on the 1st day of May, 2019 on site at Regent Street.  Attendance at the pre-bid conference is not mandatory.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Bidders attention is called to the fact that not less than the minimum wages and salaries in accordance with the provisions of the Pennsylvania Prevailing wage determination and contained in the CONTRACT DOCUMENTS, must be paid throughout the duration of this project.

The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond and a Labor and Material Payment Bond.

The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, handicap or family status, and that to the greatest extent feasible utilize project area businesses located in or owned in substantial part by project residents.

In addition to Equal Employment requirements of Executive Order 11246, as amended, the contractor must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in his aggregate on-site construction work force, for contracts in excess of $10,000.00 (Ten Thousand Dollars) whether or not part of that work force is performing work on a federal or federally assisted construction contract or subcontract.

In accordance with Executive Order 11625 and 12138, the Contractor must utilize, to the greatest extent feasible, minority and women-owned business concerns which are located in the municipality, county, or the general trade area.

The City of Wilkes-Barre reserves the right to reject any or all Bids and to waive informalities in the Bidding.

The selection of the successful bidder shall be made in the best interest of the City of Wilkes-Barre, as solely determined by the city, and bidders acknowledge this by submitting a bid.

BIDS may be held by OWNER for a period of not to exceed sixty days 60 from the date of the opening of BIDS for the purpose of reviewing the BIDS and investigating the qualifications of Bidders, prior to awarding the contract.

This project is financed in full by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.

The City of Wilkes-Barre participates in a Project Labor Agreement with the Northeastern Pennsylvania Building and Construction Trades Council on projects equal or exceeding one hundred twenty-five thousand dollars, ($125,000).

The W-B OCD and Grant programs shall be in conformance with the grant funding agency requirements for this project.

Wilkes-Barre City Hall is a facility accessible to persons with disabilities.
