Building Permits
Building Permits can be obtained online or in the Building Permit Office, 1st Floor, City Hall, 40 East Market Street, Wilkes-Barre, PA 18711, Monday through Friday, 9:00 AM to 4:30 PM. For more information, please contact Brandon Owens, Code Enforcement Clerk, at 570.208.1629.
Building permits are required for the following types of work:
- Electrical
- Building (framing, roofing, sheet rock, siding, etc.)
- Plumbing
- HVAC
- Driveways and Curb Cuts
Building permits can be applied for by approved Wilkes-Barre City licensed contractors and homeowners, only under the condition that the person applying for the permit is doing so for their primary residence.
Journeymen cannot apply for permits with the intention of working under a contract with the homeowner. A homeowner who applies for a permit for their primary residence is then responsible for all work and inspections performed on the household.
All applications must be filled out completely and approved by an Code Enforcement employee before becoming valid.
Large Projects are required to provide all plan drawings on a labeled flash drive, along with three (3) sets of drawings, to the City of Wilkes-Barre Code Enforcement.

The Wilkes-Barre City Code Enforcement Department costs for building permits are based on the cost of work involved. This scale bases the price of the permit on the cost of the project and is a portion of the price list the City uses.
Building permit fees include a $4.50 state fee, which contributes to the continuing education of inspectors, examiners, reviewers, etc.
Note: Certain projects may require Third Party Plan Reviews and therefore additional fees.

Pave Cut Fees can be paid in Building Permit Office, 1st Floor, City Hall, 40 East Market Street, Wilkes-Barre, PA 18711, Monday through Friday, 9:00 AM to 4:30 PM.

Meter Space/No Parking Sign Request
Construction: When street work renders meter parking unavailable, the pave cut construction company or applicant shall be charged $25.00 per metered space per day or $25.00 for non-metered on street construction sites. For long term construction work a Wilkes-Barre City permit is required.
Events: Meters used to reserve the necessary parking space for your event will be $20.00 per meter per day. Temporary “No Parking” Signs to reserve the necessary parking space will be $20.00 per event request. These signs shall be used to reserve the necessary parking space for a special event such as commercial or residential moves, corporate events, funerals, and other similar needs. Temporary no parking signs are not intended to be used for parking of a personal vehicle.
